Default Reinstalling new leaf with new 2" shackle?

i am about to reinstall my drivers side leaf. when i am going to reinstall the leaf with the new added leaf and shackle. do i attach the shackle to the leaf first? then then install it? and if so do i want to install the side with the shackle or without the shackle first? thanks!!

i got the passenger side on but the drivers side its all ****ed up. the old shackle was stuck into leaf and i had to grind it off but the bolt is still in the leaf. i might just go and get brand new leafs since its the biggest pain in the ***. i shouldve finished tonight but more **** just keeps popping up.

soak it with pbblaster and put a deep socket under it that you can beat the bolt out and into the socket
