Rear wiper is about to get set on fire then blown up

1991 cherokee briarwood
Rear wiper is clicking but not turning.
Replaced with Napa motor/relay and same deal.
Washer fluid works fine.
Fuses seem in tact.
Get 13ish volts when motor is trying.
Black wire is grounding fine.
The clicking is happening in both motor relays. Am I missing something?

Yes. Why wouldn't I use it? The brown wire is getting power. Ground is good. Relay is just clicking on both motors. Everything above is what I've done so far.

I don't have a rear wiper. Wasn't on it when I bought it. I have no clue where it could be. The cool thing is, my windshield washing fluid shoots straight back about 4 feet without it.

Also, make sure the harness that runs between the body and top of the hatch is in good shape. They tend to get a bit rough from movement. Really high resistance would pass the voltage but wouldn't handle the current. Granted, it'd probably be smoking.

I have no issue with people that don't want their vehicles performing how they should with all the things they should but I like having mine in working order. Something simple like this shouldnt be a difficult fix thats why I asked the forums.
The teeth are good I unhooked the wiper arm and watched for it to turn.
The connection I would hope is good since I'm getting a voltage reading from the brown wire when I use a voltmeter on that and the black wire. Should I be getting a reading from another wire when its on also? I assume the grounds are good since I'm using it to check the voltage output on the brown wire.
I'll check that next Lowrange. Thanks everyone anymore suggestions would be great.
The teeth are good I unhooked the wiper arm and watched for it to turn.

Ok tried this.
Pulled the old motor and hooked it up to ground direct to the battery.
Used a jump wire from positive to the brown. Nothing but a spark
Hooked jump wire from positive to green and the thing started going.
Put the relay (if anyone has the part number for this I would appreciate it) back on and hooked it up to the brown wire. Clicking.
Left the jump wire hooked up from positive to the brown wire then after the relay i jumped the brown and green and BAM thing started working.
Does this mean the relay is bad since its not sending the power to the green wire from the brown?

Alright, according to my manual that's in my lap you should have ground on the black wire going to the motor.
There should be a white wire that goes to the wiper relay. It should have a positive 12 volts when the switch/relay is active.
There should also be a blue wire. It should have a positive 12 volts all the time.
2 hots and one not.
I'd guess that you have a bad relay.
All these wire colors should be at the motor.
