Default Rear tire locking up

I just put in all new drum brake pads and shoes with all new hardware in my jeep but the rear passenger wheel is locked up and i can not get it to budge. Idk what else to do so maybe someone here, i'm about to go out and make sure the e-brake cable is not being pulled in some way but besides that idk what the problem could be.
