rear quarter panel rust

rear quarter panel rust
i noticed that my quarter panels were rusting when i took off my hatch trim piece. i do not have the tools, know how, or resources to cut and weld in a new patch. what would be the best way to fix this. i was thinking about sanding it down and then lining it with por 15 on both sides.
