Rear Hatch alignment on '88 XJ Laredo

I've searched through the forums trying to find something about adjusting the alignment of the rear hatch at the hinges, and I can't find anything.

My problem:
The tailgate hatch opens and closes fine. It latches properly, and when I push the button, the latch releases and I can open it.
However, when the hatch is closed, the driver's side appears as though it's slid down, out of alignment by about (just a hair less than) 1/4". This causes water to leak past the seal whenever it rains.
^^ I can put my key into the gap between the hatch and the hinge flange. ^^

^^ On this picture, there should be a straight yellow line from the roof (left) to the hatch (right). The alignment problem can be seen by the separation of the two yellow lines.
Also, there is a gap in the hatch side of the flange (green circle).
The ruler is difficult to see, but it is just a hair less than a 1/4".

^^ This is where the torx head screws attach the flange to the hatch. Someone told me to use shims, but the shims go under the roof side of the hinge, and that wouldn't eliminate the gap shown in the second picture in the green circle.
My question is, can the torx screws be loosened, and the entire hatch shifted by the 1/4" it needs to be moved in order for it to be aligned properly, and then the screwed tightened back down?
Do the rivets have anything to do with the position of [whatever it is] inside the hatch that the torx heads screw into?
Am I alone in the universe with my dilemma?
