Rear brakes coming in late????

Default Rear brakes coming in late????

For some reason when i hit the brakes on snowy roads the rear drums are coming in late. I have a firm pedel and have replaced both rear wheel cylenders, shoes, drums, hardware, and have bled the brakes. I also adjusted the rear shoes so that they are running close to the drum. Any ideas/things to cheak are greatly appriciated. I have heard that some of the rubber line deterieate from the inside and restrict fluid flow? Could it be the master? Its snowing as we speak and its hard to drive around when you slide around with nearly no rear brakes

Yes, the hoses can definitely deteriorate on the inside while looking fine on the outside. Had that happen on a 90s Taurus - the insides were plum swelled shut.
