Re-circulation vacuum actuator not working right???

I noticed when I first bought my 2001 jeep xj that heat would come out of the vents when I was driving with the heat and air off... So I took out the glove box to see if I could see anything wrong. I noticed the door that is used for recirculation was not moving...
So I pushed on it while the heat and air was off with the engine running, and it stayed down. I turned the jeep off and it popped back up. tried this again and the same thing keeps happening.
My question is, has anyone ever had this problem before? and were is the best place to get a new actuator?
