Default Random rear window issue, could it be a relay issue?

My rear driver side window goes down just fine, however when going up it only goes up 1/4 of the way then stops and won't go either up or down as if it has no power. However 15 mins later it will go up another 1/4 of the way. And this continues until I get it all the way up.

If I play with the switch moving it up and down it will work for about 10 seconds, then just stop but will work again in 10-15mins. This happens 100% of the time, is this a relay issue? Seems it gets power for a bit but then has to recharge.

Anyone have this issue before?

And its not the master window switch; I've already done that by-pass.
