radiator fill?

not sure on which fan i have... there are 2 not sure if that helps. when standing in front of motor the one on the right is plastic. left is metal, it spins when i turn it without any force just doesnt free spin. (id say quarter turn when i spun it). other than that it has not started to corrode yet no funny colors.
