If you go staight pipe you will lose bottom end power and torque, and some rpm on the higher side. All show and no go.

I used to work at a place in NC that did inspections. If its a 95 or older(obd-1) its basically a visual inspection only. They did away with the emissions part of it a few years ago. All vehicles with obd-2(96 and newer) are just hooked up to the computer, which checks all the o2 sensors and stuff.

They are suppose to go underneath and visually check to make sure the cat and muffler are there and dont have any holes in them.

Keep the cat, if no muffler is required you should be fine as long as you keep the tailpipe and the exhaust exits in the stock location.

If a muffler is required and you dont have one, you WILL fail.

This is why I love michigan.

I don't care what state you live in by Federal Law you are required to run a cat. The state does not regular emission they simply decide whether or not to test.
