PTU Motor DTC: C14A7-97 - Component or System Operation Obstructed or Blocked

Was quoted ~$3500 at a Jeep Dealership firm. I looked at the part through Mopar which it must be sourced through. And that requires the dealership being the middleman right? So the motor itself was $900-1000 and another option with all the housing stuff for like $2000. i assume i only need the cheaper option. Are they really trying to tax me $2500 in labor? The service 4WD light has been on for quite some time. And usually 4wd doesn't work. i cant afford $3500 right now. Thanks everyone!
