is it possible for a vehicle to have the appropriate fuel pressure but have a bad FPR

"a vehicle?" The fuel pressure of the engine in my Schwinn 18 speed runs a little low sometimes. I'm pretty confident the pressure in an 87 to 98 Jeep Cherokee is controlled by the regulator. Probably the later as well.
