Default plugs in the floor

I am herculineing my floor panels and i was wondering what should i do about these plugs in the floor? just seal them off? I wanted to take them off so i could grind the rust off and herculine around it. should I just rip it off and seal it back up?

no put rubber seals in so if water gets in take out the pug

alright, didnt do anything to it yet besides take it off and clean up around the hole. Can i buy a rubber seal like the one that was on it before? or are there similar ones out there i can get like that?

buy some different ones can get them at auto stores
