There are a few options....I just knocked out the broken bolt/nut and used 20# fishing line to fish new bolts through the small opening to the side. No need to cut holes.

This is a pretty simple fix actually. The nut is broken free of the weld and spinning when youre trying to remove the bolt, correct? Stick a wrench over on it to hold the nut while using a socket to turn the bolt. If that doesnt work (or if you want to do it fast) use a cutoff wheel to cut the bolt. Use a pencil magnet and remove the nut. Youll need a new nut and bolt to replace it.
In all honesty though, if youre doing one, do the others. If they all break, simply use a BFH to pound out the nuts (a punch & a BFH work GREAT). Get some new nuts, bolts & washers and replace them. Look at my leaf & shock write up and youll see how easy it is.
