Is this a plan/what else should I do?
My newly aquired 95 XJ has 220,000 miles on it, I took it to get it smogged without doing anything to it and it passed, but not by much.
I am going to perform a full tune up, plugs, wires, cap, fuel filter, Check Timing, Etc...
I also plan on a compression test on all cylinders and switching out the injectors. It has already had the Cat changed.
My question is:
What other things should I do to the engine to prepare it for the next smog test and to get it running as good as possible considering the miles on it.
Valve adjustment?
Egr valve?
Swap out distributor with a new one?
Flush the engine ?
Oil Treatments?
Gas Treatments?

Half the stuff listed has nothing to do with emissions, some are gimmicks, there is no valve adjustment, and your XJ doesn't even have EGR
A full tune-up on a new-to-you 1995 should be:
Spark plugs of the OE type
Spark plug wires
Distributor cap & rotor
Air filter
Engine oil appropriate for the season (a decent 5w30 is fine)
A quality oil filter
Fluid change in transmission, transfer case, and axles
Coolant flush
Grease fittings underneath
O2 sensor
Clean the throttle body & IAC
Could do the "steam cleaning" of the engine if you like. Look on YouTube
Clean & refresh important connections like grounds, battery terminals, headlight plugs and wiring
Who knows what the OP did. A lot of problems arise from neglect. Stay on top of things and it'll be fine
