PCM & other electrical problem

PCM & other electrical problem
Hello everyone
since it's labor day weekend, and i have some time to kill, i decided to work on the only makor problem on my jeep. Most major components on my cherokee do not work. stuff like the brake warning light, seat belt light, the idiot light, etc.. the only 2 lights that ever work on my dash are the Low washer, and the low gas light.
Also, when i attempted to connect a snap-on diagnostics scanner i couldn't connect to the PCM. it gave me the "No connection to computer, is the key in the ON position?" (yes, it was on the ON position, i also tried the manual way of pulling the codes, that also doesn't work)
If it matters, im getting horrible MPG's. Original sticker says i should be getting 15|21, but a Model T probably gets better gas mileage than my jeep.

I checked the wiring from the PCM to the light and they all seem to work, however there are some wires that do not work...
On the diagram 3,4, and 14 do not provide ground to the lightbulbs, which is why the lights do not turn on
Does anyone know where "Fuse Ignition D" runs from/to?
