Default Patching/filling small holes

Hello I wanted to know what would be a good way to patch or fill some of these holes in these pictures and the nasty looking spot. I cleaned up the rust with a rust removal disk and then used rust reformer gel on it all cleaned it up afterward and painted it with rustoleum rust reformer for now I'll bedline everything with herculiner when I'm done. What should I do with these small holes should I just patch them with sheet metal or use some Bondo metal stuff. I am going to rivet the sheet metal in not weld it and then use 3m seam sealer to seal the everything.

The tiny holes you may simply fill with urethane roofing caulking, (see link below for Locktite PL polyurethane roof and flashing sealant ) that is also a good material for seam sealing around the larger hole patches. that thing attached to the floor on left side of photo, some structure that has been rusted away? if so the rest of it ought to be removed as it may well be hiding floor rust where it is attached to the floor. This hidden rust may then rapidly creep under your new paint and sealing.

it would be better to cut out all rust affected material and butt weld in a larger section of metal. If you can mig or tig weld

if you cannot weld, i find the bondo that is reinforced with stainless steel fibres is immensely strong.

Another option is glue the patches in with auto body adhesive like 3M8115. Not cheap but very resistant to rusting. This would be in a non structural are like a floor pan. Then prime and paint.

use rivets and bonding is very strong, that is how buses are made, done properly, it is stronger than butt weld steel

It better work for buses. That's how jumbo jets are made.
