Passenger seat back locked

Passenger seat back locked
We just bought a 2006 Cherokee Laredo, drove it 500 miles home pulling a Casita. Like the Jeep very much.
However, the passenger seat back won't recline further or tip forward. The actuating lever won't move. The seat back is too far back for comfortable traveling. I have looked under the seat but couldn't see anything useful.
Anybody worked through this issue?
