Parking brake won't lock! Argh

Parking brake won't lock! Argh
It was like this when I bought it. The brake does work when I pull up the lever so no worries there but it slips and clicks back down very easily. It's also making it impossible to remove the center console from what I can tell. Any ideas? I can't find a write-up on this either
