Parking brake question

Default Parking brake question

I have really good brakes considering the rear are drums. I have adjusted the parking brake where the lever comes up a little over half way. They hold fine on a hill. When I yank up on them while driving the Jeep slows down and will finally stop but it does travel some distance. I can not get them to lock up under any circumstances. Other cars I have owned you could lock up the rear tires by doing this but my Jeep will not do this. Is this normal or am I missing something? I do not have ABS. The brakes are adjusted to the point where they are just starting to grab. Can anyone lock up the rear with the hand brake?

I can't lock my rear brakes with the parking brake handle. I guess that's why it's called a 'parking brake' instead of an 'emergency brake'.

Looking at the design of it only the top front shoe is engaged. When applying the brake the lever pushes the front shoe out at the top of the pad. The other pad does not engage at all. I guess this would explain the poor stopping power.
