Default PA Exhaust Laws

I heard a rumor from 2 people that vehicles produced prior to 1995 have no emissions regulations for exhaust. If this is true, does that apply to where the exhaust exits the vehicle also? I would like to run a simple side pipe right before the rear tire on the right side, but I don't know how the PA laws are. Is there anyone in the inspection business that can help me? I would also like to use a turn down where it exits to aim it backwards and down and away from the windows so all the gasses go out and behind. Similar to the tailpipe, just closer up. Would that be legal?

Vehicles produced before OBDII 95/96 still undergo a visual inspection for all proper emissions systems. Doesn't mean they need to be stock, just working. I run a turndown/out right before axle on pass side of my 94 and I still have the I sticker. But unless your registered as antique/classic, farm, or a diesel, you'll still need to pass an emissions "exam" if your area requires it. Now the last time I did I/E was in 07 before I left dealership. Hope this helps.

In Pennsylvania the exhaust must exit behind the rear most opening window. This might allow you to run it out the side just in front of the rear tire if you're lucky, but it must exit the side or rear of the vehicle. A "turn down" exiting under the vehicle is illegal as it will allow exhaust fumes to enter the passenger compartment. What an inspection station will pass may be a different story. Just because something passes the state safety inspection doesn't necessarily mean its correct or avoid getting a ticket.

Should I try a side pipe or a turn down before the rear axle then? I'll keep the tailpipe in case I do need it for inspection. I'm gonna ask around the local shops too and see what they say.

My 94 is a 2 door and the exhaust exits behind the door in front of the rear tire. Simple L with a band clamp to change it out easy if it gets fubar on the trail. My 99 still goes to the back since its a 4door and that's what the kids ride in.

most states anymore do not allow (used loosely) any modification of the existing emissions system, this can includes anything after the cat and or resonator if so equipped.

PA definitely allows it, I have plenty of friends that still pass inspection with new exhausts. I'm gonna see if I can get away with a side pipe if I put it just before the tire. I gotta look at it and see what's possible.
