P1491 code No A/C or Aux Colling fan + CE light

P1491 code No A/C or Aux Colling fan + CE light
Can anyone of you guys help me figure out why my 1999 XJ has this code and A?C and fan only work when i jump the relay, pin #85 on cooling fan relay `dead but when i power it all seems to work
