Overheating problems?

With the correct rad cap and coolant mix ratio, coolant shouldn't boil until just north of 260F....but obviously the system is hot if a temp gun verifies 250-260F. 33s on an XJ with stock gears is kinda like riding a 10 speed bike that's in 10th gear all the time.
