I did all you did, and more.
First head was cracked, replaced it with a lower -mileage used one.
Blew out the rear head freeze plug 3 times.
Rebuilt the block and head, still ran hot. Head was Magnafluxed.
Pulled that head off and replaced it with a 3rd (rebuilt) one.
That cured it.
So your head is probably cracked internally where it can't be found, like mine was.
'92 4.0 Laredo.

I agree with you that it sounds like an air flow issue. But the only major difference between his cooling system and a std XJ one is the radiator. He's says it was doing the same thing with an OEM radiator,which I'll take for granted it and the fan clutch were in workable condition,why would he have an air flow issue?
I did put a ZJ fan clutch on mine when I recently redid my system but whether I would have gotten the same results with a std one I don't know.

Forgot to mention it has been pressure checked by 2 diff mechanics they found nothing wrong

When my jeep did that (over heating when not moving) it was a valve. I can't remember the name of it.
Follow the medium top radiator hose, the one next to the main large hose. You see the valve it connects too, along with a bunch of other hose.
Replacing that fixed it for me. Sorry I cant remember the part name.

It overheits while moving too ... It overheats during driving or after driving and coming to an idle... Top hose is so hot and tight. Just drove to the store on the way it started to get really hot so I blast the heater to keep at 210
