Forrest we need a little more info. Is it a 4.0L and if it doesn't vary but the needle stays buried.

Welcome to CF Forrest! I'm Dan from Tenn. My wife's '04 Grand Cherokee w/ 4.7 v-8 ,which we bought new, doesn't have numbers on the oil pressure gauge but is graduated in lines by 1/8ths. Cold at idle the gauge is at 5/8ths. It goes up slightly with RPM's. Warm at idle the gauge is at 1/2, and goes up slightly with RPM's. It's been that way since new. Hope that is of help in some way. I don't know about the 4.0 I-6.
