O2 sensor issues

While cruising my 96 cherokee sport will on occasion start to rev up and down about 500 rpms over what i am cruising at. It will then spit n sputter before backfiring thowing out black smoke then retun to rpms jumping before doing it again. Had the codes pulled: P0132, P0133, P0171, P0172, P0135. We also noticed that the voltage was 1.000 whith key on and also when running. Disconnected O2 sensor and still read 1.000 volts so thought that maybe signal wire was shorted out in harness somewhere. Made a bypass from sensor to my ECU. Started to see a small change. With ignition on, sensor read 0.85. When turned over it would go back to 1.000. We disconnected O2 sensor and put multi-meter to it. It wasn't reading the 5 volts that should be supllied by ECU to O2 sensor... only about 1.38. Any thoughts about why its not? Short somewhere else? ECU malfunction?
