Normal Power Steering Noise?

Default Normal Power Steering Noise?

My original pump was groaning a lot, even when turning from one street to another at speed. Replaced it with a reman from NAPA and did both hoses while I was in there. It was even louder. Replaced it with an exchanged reman from NAPA and now its definitely more quiet than it was before. No more noise while turning at speed. But if I am at idle/stopped and turn the wheel it will whine again, I'd say 5/10 loud. I'm not turning it to the locks, just turning off center a little. Is that normal noise when stopped (I know the PS pumps on these are on the loud side) or should I go return this one? Was bled properly and fluid looks good and is new.

Did you replace the seal on the resevoir? or did the pump come with a resevoir already attached?

Reservoir came attached, new orings on hoses too.
