Default Noise from headlights?

Not my jeep, just trying to help someone out. The video will explain it better then I probably could. Thanks in advanced.

It sounds and looks like the noise is coming from either the relay (if equipped, if not, it should be) or the HID ballast. You can see the lights flashing as the ballast attempts to re-ignite the bulbs when the switch is in the off position. That leads me to believe it's either wired incorrectly or you have a bad relay because the ballast is clearly still getting power when the light switch is in the off position. As a test, I would try running the hot lead directly to a +12v source rather than through the switch.

Tell us if you're using a relay harness, that will help in diagnosing.

That's what it sound like to me too. But. I didn't think about the relay I was thinking that you maybe gat a bad ballast or connected wrong???
