No Power and then Zoom!

No Power and then Zoom!
My daughter's 1999 Cherokee has the power of a over choked weedeater and then just takes off! It's mostly at the start of a drive but CAN happen even after warming up. The over-choked sensation will last a few seconds but those are LONG seconds when you need some power.
Any ideas what this could be? Thanks much! Steve
