it pretty much has to be a fuse...did you check ALL of them? There are ones inside the engine bay power distribution center

im having the same problem. all the fuses are fine. and everything in my jeep works. but the obd2 plug has no power to it. and i know this because i tested all the pins in the plug. and one of them should have a constant power. PLEASE HELP i live in NH and need this to pass inspection.

With mid '97 on down, you should be able to do the "Key Trick" to get codes.
If you're afraid of the inspection pukes not makng connection at the DLC with their scanner, inspect it closely for corrosion on the pin cavities, and clean all the ground points in the engine bay - one of them is the DLC ground.
Don't know which fuse it is on earlier XJ's but you should check all fuses.
On later XJ's its the Headlamp fuse in the PDC (#17).

i know that all of my fuses are fine. and there is no corrosion on the pin cavities. but sometime i have a problem with my high beams, if that means anything. and when i say problem... when i have my high beams on sometimes after awhile of driving all of my lights will go off, sometimes they will flash. but as soon as i put it on low beam everything goes back to normal.
