No power to fuses 15, 17, 19

My 1995 cherokee xj sport, 4.0 L, shut down at store and would not start, goes into ASD mode. I have tried for 3 weeks to get this thing started./ I have no power to fuses 15, 17, 19 under dash. Do these fuses only power up when the motor is running? I have tried, pulled ASD relay and cannot jump out the ASD relay plug to start, but it still is in ASD mode, which makes no sense to me. I have replaced plugs, wires, cam and crank sensors. This has happened a couple of other times but I would simply wait awhile and it would start right up and run fine. I am truly stumped. I have checked all wiring and components except those under the headliner for the overhead console. According to manual ... Fuse 15 (15 amp) operates IP Lamps, Clock, Radio/Clock & Memory, Headlamp Switch, Park Lamps... Fuse 17 (7.5 amp) operates Instrument Cluster Gauges, Headlamp Delay Module, Chime Module, Overhead Console ... Fuse 19 (5 amp) operates Instrument Panel Lamps, Radio Illumination ... My radio now only works when lights are on, so these 3 fuses seem to tie all these components together. I pulled fuse block and cannot figure out where these fuses get there power from, as the wires for the fuses run into the main harness, that is why I am asking do these only power up when engine is running? By the way I ran my VIN and this jeep did not come with a security system. I need some serious help from someone who knows this system...

Take a quick step back. The vehicle won't start. It needs 3 things to run. Spark, fuel, and compression. Have you tested for those?

I'm looking at wiring diagrams right now for the 95, but I'm not immediately seeing anything on those circuits that would prevent it from running.

When should I have power to these fuses? Can anyone tell me?

Should there be power at these fuses with ignition off? with ignition on? or only after engine is running? Can anyone with a 94,95,or 96 cherokee take a test light to their vehicle and answer this for me?

I want you to look right above the #17 fuse, you should see a wire with a single plug marked IGN. Is that wire or connector broken or burnt? And to answer your question, yes, these only get power when that IGN trigger wire sends the signal from the ignition switch, that's why they shut down when you turn the key to OFF position.

post up an excerpt of the circuit diagram from the FSM (free download from various sites)

Yes, I know which plug you are talking about. I have a single wire there that is about 2 inches long and cut, just hanging there. But this has always been like this. Do not know where this wire is supposed to go...

Right in the middle of the fuse block diagram it shows a single wire connector labeled IGN. Follow it over and it says it's circuit F87 20wt/bk. The other diagram shows F87 20WT/BK and where it goes.

Again, I don't think any of that is your issue.

How much fuel pressure do you have?

replaced fuel pump and filter yesterday, will check pressure today and post
