NO OBD comunication with engine running

NO OBD comunication with engine running
So I decided to use my scantool to do some diagnosis and found that the obd port does not function with the engine running. It works perfect when the keys on and engine off, but not running. The connector looks in good condition, but I cannot say for sure till tomorrow in the daylight.
I hopefully will be able to put a ETHOS or Determinator X on it tomorrow, but no promisses.
The problem I am having is the intake is getting well over 200 degrees F while idleing. and It has a severe powerloss on long trips. I wanted to ask if anyone has used HeaderWrap?
