No Dash lights

Default No Dash lights

I just bought a 96 XJ, and that night i drove it to walmart with no dash lights. If you turn the reostat light **** all the way to the left and get past the click, the dash lights turn on a long with the cabin dome light. So I know the light bulbs aren't burned out. Ive checked all the fuses, including the 7.5amp fuse. The light **** has resitance when you rotate it. I did notice there were a few wires kinda ghetto pushed in some of the fuse locations, and some kind of kill switch underneath the dash next to the OBDII port.

I'm new to Jeeps' and this forum, but not new to mechanics.

just tried to use the horn and cruise control and both didn't work. I tried swapping relays around under the hood, and replaced the 7.5amp fuse under the dash. There are 2 wires that somebody put in that are in the fuse positons. and the fuse is installed with the wire.
I noticed a random green wire hanging down under the dash, i tapped it on a power wire and the horn sounded. now i just have to figure out were it goes.
