No brake pressure

Engine: 4.7 stroker
So I got a 92 Cherokee 4.7 stroker 35s and have been fighting no brake pressure for a few days, have replaced pads calipers drum shoes and hardware wheel cylinders brake hard and soft line master cylinder and a replaced proportioning valve from jy have bled a million times and can not get good brake pressure, as it sits right now after adjusting rear brakes is half way when pushing the pedal is when brakes start to slowly engage, also did bench bleed master cylinder would like more brake pressure if possible

Are the bleeders of the calipers at the top or down near the bottom? If they are at the bottom, the calipers are mounted on the wrong side of the vehicle.
