Is there power at the brake light switch? How about at the bulb sockets when you step on the brake?

Don't worry about checking the sockets, if you're only getting .04v to the switch it's not going to miraculously multiply to 12v at the socket.

Don't just check the fuse, with the fuse installed, probe the contacts that pinch the blade. Next, backtrace the supply lead for your brake light switch all the way to the fuse. Fortunately, it's not a long run. You're losing power somewhere between the fuse block and switch. One way to troubleshoot would be to jump a 12v lead to the supply side of your brake light switch and test it's function with a known good power source.

You should hear the switch "click" when your pedal is depressed. If you don't hear that click, it's not getting power.
