Default "New" Reman'ed 4.0l Swap Question

So..my 4.0l kicked the bucket, the body is in excellent shape so I spent the extra money for a reman from APS out of Texas, looks awesome but I noticed something.. The crank timing looks off? Aren't the dots supposed to match on the gears?

In the packet of paper work I was given it never said I had to retime the engine, and it even said their engines run through a 10 minute test?

Just asking here real quick if I'm okay cause I'm not trying to blow a new engine..

I looks like they would line up if they were pointing at each other.
