The low pressure line, one with the light green plastic cap, should get really cold really quick, after a/c is turned on. Did u pull a vacuum on the system before adding refrigerant? How much oil did u add to the system?

not enough coolant! I did a diy 134a conversion in one of my older vehicles and I noticed that the compressor didn't kick on until I got a certain amount of coolant in it,but even with the compressor engaging if there was not enough coolant it wouldn't get cold.Since it just probably needs filled with the proper amount of coolant you might consider taking it somewhere that has the proper stuff to top it off so you don't get hurt.
if you just replaced the compressor and tried adding the refrigerant it will not cool. the a/c system has to be put on a vacuum machine to remove all of the air introduced when the lines were loose. if your system leaks down you can add refrigerant yourself, but if you take a line off it has to be vacuumed before refill.
