If it's the NSS eventually one day shifting to N won't work. If you get stuck you can bypass the switch by looping the 2 black wires together. All the NSS does is complete the ground cicuit for the starter motor.
96 Cherokee won't pass deq throws safety neutral switch code. Cleaned it and still nothing, unplugged it and the jeep still starts in any gear. I need to know what to check next so I can pass deq. It doesn't look by passed no cut wires or anything.

is there a way to test the NSS before actually removing & cleaning it and risking breaking it? I just bought a 97 and I have no reverse lighhts. Bulbs are fine but nothing. This thing has been sitting for about 4 years. In reading here it seems the NSS controls the reverse lights as well so I am hoping my problem is in this little contraption.

If your bulbs, relays and fuses are good, then the NSS is the cause of your reverse lights not working. That's about all the testing you need to do. There are a ton of good write ups on how to clean it

I am currently in need of a new NSS. Car shops are saying that the part for the 3-speed automatic is $50, but for my 4-speed it's over $300. I'm seeing a bunch of people posting and other things online showing parts that are for all 97 Cherokees (regardless of engine or gears) for under $50. Is there any downside to using one of these "universal" parts instead of the expensive one?

You could always bypass the switch. That's what I did to my 93. Just run power from the battery to your choice of switch in the cab. Then another wire to the starter. When I was trying to figure out why my jeep wouldn't start I looked around and found a site that said they frequently break. So I was not interested in paying over $300

Does anyone now a good trick to remove the lower cable tie raps when attempting to remove the NSS !? Cant reach it with anything, let alone cut it.

I guess I was a lucky one. Removed and cleaned mine the other day. Once I got the nut off the switch was already loose on the shaft. Pulled it right off with my fingers. No problems what so ever. My reverse lights work now.

Benefits of having long skinny arms. I was able to reach up and clip them with no problem. I'd suggest you try something like tin snips to get 10-12" more reach.
