I picked up on the fact that my horn, my power seats and interior lights quit working and after looking around I found the burned out hole in the fuse panel... so my questions are:
could this be the cause of the whole panel to fail?
What fuse went in the crater?
And how much or how hard is it to replace?

That would be the Blower fuse, so I presume your blower doesn't work either?
Either way you're gonna need a new fuse block unless you're willing to try repairing melted wires inside the block and move the terminals for the blower elsewhere. For parts, I'd just hit a junkyard. Dunno about how hard it'll be to replace, though I know they're tedious.
