I'm assuming the lever itself physically broke? Or is it an electrical problem?
I've done this before to my '95.. but it was years ago. If I remember right, you will need to remove your steering wheel. And replace the entire unit, or housing that includes that switch, and the electrical components.
Honestly.. I'd suggest grabbing one off a junked XJ. Save the Steering collumn housing and hardware.. in case you strip, crack, or lose any of the original.
Also, when you do the reinstall. I'd suggest adding a little dab of dielectric grease to any contact points you can reach. Doing this will help keep moisture from getting in and causing early corrosion.
