So if I disconnect the vacuum line closest to the front of the jeep on the intake manifold, the idle picks up to about 1100 and the jeep runs fine

A little update: Even though my cap and rotor were fairly new, I went and bought a brand new set yesterday since they are cheap. The jeep ran great on my way to work this morning! I've only driven it just this one time since but, who knows, maybe that cap and rotor were bad and they just didn't look like it?

If I disconnect the plug, I get the correct voltage but, when I back probe it, I still get zero. I'm going to assume my meter isn't getting good contact, even though it has worked fine for all the other sensors

If you tried using a paperclip as a back probe that rarely works.
I use a small safety pin (#1 in the pic) to back probe.

My instructions in post #25 said to unplug the crank sensor and take the reading at the connector pin cavity, not to back probe it.
All that $h!t for nothing.
