Well I borrowed another meter as I don't think mine is working properly and I confirmed it wasn't! Using the other meter I confirmed that I am seeing 400mA with the IOD fuse pulled and 650mA with the IOD fuse in.

Every time I connect the negative cable back to the battery a relay in the passenger compartment clicks. I haven't figured out which one as I didn't have enough time, I'll work on that tomorrow.

Any thoughts on what this could be?

Anything over half an amp is too much. However you need to let it sit for an hour or more and let the computers go to sleep.

My guess is the 400ma you see with the IOD pulled is your problem. You need to start pulling fuses in the interior fuse panel one at a time with the meter connected until you see the amps drop to below 500ma when that happens you have isolated the circuit that is causing your drain. Then you go see what is on that circuit and figure out which device is the issue.

I pulled fuses and relays today and here is what I found:
1) About 400 mA current draw to start
2) Pulling the cigar lighter relay drops current to 160 mA
3) Pulling fuse# 17 (radio) drops current to 32 mA
4) Adding the IOD fuse back after removing the relay and fuse for items 2 & 3 has a negligible affect, about 6 to 8 extra mA draw.

Appears something related to the radio and cigar lighter, now I need to see if there is a common connection which could be causing the issue.

You just have to work through it logically. Get a multimeter and find out how the actual mA draw. Start unplugging fuses until it goes away. If you end up pulling all fuses and it's still there, it could be the alternator or starter.
