Is my Transmission Slipping?

I need to pick your brains again. My transmission engages just fine in Drive and Reverse and it takes off normal. However, I have noticed than when I am going highway speeds, 60-70, and I let off the gas the transmission goes into a "neutral" state, right? The engine RPM's drop to idle when coasting.
Here is my question, when I give it gas again, the RPM's rise and then slightly drop when the gear engages. Is that normal or is that slipping?
I tried it in slower speeds and when I let off the gas and step on it again, the gear seems to engage immediately. Seems to only do that in 4th gear.
P.S., I am beat today so I did not check fluid levels or color but I will be doing that and hopefully get around to changing it.

That 'slight drop' is the torque converter clutch engaging.
