multi function switch?

multi function switch?
i have a 2000 cherokee sport. My controlls for my windshield wipers seem to be pretty jacked. the delay doesn't do anything and they don't return to their original position when you turn them off. possibly my multi function switch? maybe something else?
any input or advise would be appreciated
