i assume your takin bout the red dodge ram that hes playin with on the show, ya gotta remember thats a brand new truck that is almost completely controlled by computers, so yes larger intake and exhaust allows more flow and tweaking the computer will easily get you more power......being a dodge though with an automatic it will get that thing into the transmission shop much quicker as well. As others have said yes intake and exhaust will add noticable seat of your pants power to the 4.0L, chips or computer tuning a stock system however is damn near non existent as far as ive seen. Also as others have said the 4.0L has great low end torque but falls on its face around 3000rpm, this can be changed with a cam swap but by that point your getting a little more in depth and into the money.
