Default Minor Floor Rust Repair???

Hey...got a 1997 XJ and pulled the carpet up and the truck is pretty clean. The front floor pans have minor surface rust..nothing major but if not treated can turn into a nightmare. Should I wire wheel the rust and shoot it with epoxy primer then hurculiner?

Yup. Por15 or Eastwood rust encapsulator directly over the wire-wheeled metal. No primer, the stuff is supposed to neutralize the remaining rust.
Are you planning on putting the carpet back?
