Metal Arms in Door Panel
I've been trying to work around them while trying to fix my locks, is there any way to disconnect them from the panel?

The rear locks do not work with the others when I use the switch. They lock manually. I'm referring to the metal arms that connect to the door handle and the lock.

If the wires are good inside the tube you may have a problem with the wire harness that runs under the carpet right where you rest your feet. For some reason Chrysler engineers thought it would be a good idea to run a wire harness right where you rest your feet. You might have to peel the carpet back so you can inspect those wires.

I've ruled out electric problems because I can hear the actuators working but nothing happens. I just need to know how to get the panel off the door to get the actuators out to clean them

If you're talking about what I think you're talking about... Where the "arms" meet on the panel, you should be able to spin that plastic 90* elbow thing. The arms are locked onto the plastic elbow, so turn just the plastic off of the arm. Spinning this, in a sense, "unlocks" the arms and allows you to pull them upward to disconnect them.
