Lunge forward P4032

Lunge forward P4032
Hi,
I just bought a 01 XJ 5spd and while driving around town trying to maintain a constant speed in the lower rpm range my jeep is lunging forward 1-2 mph and you can feel it then it drops back. It also does this when going down the highway with the cruise on. It had a code P0432 so I went to the parts store and got it reset 2 days ago and has yet to come back on. Any ideas before I go throwing money at it?
Things I've done
Change Oil and Filter
Air Filter
Spark Plugs
Tested TPS .75v closed 3.9v WOT
