long start issue

ok i have a 98 jeep cherokee 4 litre its taking way to long to start at cold start it cranks and cranks but no start for a good bit. what could problem be? thanks in advance!

I had the same problem in a 00 WJ and it was the fuel pressure regulator and the fuel filter

but i think the FPR is on top of gas tank on the Xjs
