Little more lift
I currently have a 3.5 lift from rusty's, but I would like to fit 33's under it what is the best way to get another inch or two, without having to spend a fortune. I also want to do it right though, and not have some cobbled up mess underneath it.

Unfortunatly, when you go past 3 tp 4 inches of lift, it will get very expensive very quick if you want to do it right.
A shackle and spacer kit will get your lift height that you are after, but at a price. As mentioned before, you will need longer control arms, definalty lowers and possibly uppers as well depending on how high you go. Another item that wasn't mentioned was a Slip yoke eliminator. You can read up in detail about these in other places on this site, but basically you need one in order to install a longer drive shaft because the driveshaft angles past 3" can result in pretty bad vibrations plus you'll start eating U joints. A NEW SYE kit and drive shaft will probably push 600 bucks or so. Hope this helps

I think I'm part way there
I have the slip yoke eliminator, and I think I have custom control arms, but I'm not sure, I bought the truck with lift already I stalled. I don't have a stock Cherokee around to compare to. I am also installing four rear tj fenders, so I'm trimming the fenders. My goal is to get 33's under it, I am
not looking at going any bigger than that.

Will just trimming the fenders be enough for 33's
I've trimmed the rear and I'm going to trim the front and install the set of tj flares, but will that be enough for 33's

You could gain an easy 2" with coil spacers in the front and blocks or shackles in the rear. But as other are saying, it's not that simple. You will need control arms and an adjustable track bar for sure, and maybe an SYE. I've seen a few people with 5" of lift get away without doing the SYE, but really it all depends. Some need it, some don't. If you're just wanting to squeeze 33's do as other were saying and do some fender trimming along with fender flares. This will be the cheapest route to go. Just take your time and make it look good.

i think with trimming you should be able to fit 33's, it might rub a little when its flexed out and turning but i think it would work. my buddy just put 35 on his with a 4 inch lift and surprisingly it barely rubs.
